Norwalk was incorporated in 1900 by George M. Swan and is geographically located in the southern part of the Des Moines Metropolitan Area in Polk and Warren Counties. Norwalk has a population of approximately 9,639, with 3,450 households, and an average size of 2.68 people per household. The median household income is $69,229. Norwalk is conveniently located off Highway 5, which has helped to spur business development in the City of Norwalk over the past few years. Norwalk offers the convenience of being close to a city at an affordable price. In fact, in a 2010 issue of BusinessWeek, Norwalk received the award of Best Affordable Suburb in Iowa.
Norwalk is home to Legacy Golf Club, where golfers play approximately 34,000 rounds per year. The Legacy offers a full practice facility, including a driving range, and a 7,500 square-foot clubhouse with a dining room. In addition, it was the first golf course in Central Iowa to install full color GPS systems on its golf carts. Highway 5 has added to the popularity of The Legacy.
Echo Valley Country Club is also in Norwalk. Echo Valley offers golf, swimming and fitness facilities. Echo Valley is a 27-hole, private championship golf course. In the fall of 2011, one of the Echo Valley golf courses underwent nearly a $2 million renovation, making its debut in the spring of 2012. There is also a driving range with target greens, a practice bunker, a practice green, a scenic terrain, and 75 motorized golf carts. Echo Valley has an Olympic size swimming pool with a diving area, a children's pool, and a concession stand. Finally, all club members enjoy access to all five Aspen Athletic Clubs across the Des Moines Metro.
Norwalk is in the Norwalk Community School District. The school district has approximately 2,500 students and continues to grow. Norwalk Community Schools are in the process of transitioning from a 3-A to a 4-A school district. Since graduating classes are around 200 students, individuals have a good opportunity to participate in a number of extracurricular activities. In recent years Norwalk has won state in girls' basketball, boys' soccer, and baseball. Norwalk also has an award-winning concert band, show choir, drill team, and speech and debate club. The Warriors represent the Norwalk Community School District as their mascot.
Norwalk is currently encouraging all development, including, but not limited to rental, senior, single-family, commercial and industrial properties. Currently, Norwalk offers tax abatement on new single-family construction. The abatement program is structured up to 30 percent of the assessed value, with a limit of $75,000 per year for five years can be abated.
There is also a tax abatement program in place for commercial development. It is structured as a five-year abatement, with the first year as 75 percent abated, the second year 60 percent, the third year 45 percent, the fourth year 30 percent, and the fifth year has 15 percent abated.
